The properties are to be operated by Lotus Sanctuary, who currently have over 600 units of transitional supporting housing and temporary accommodation across the UK and offer residents emotional and practical support to solve ongoing issues, and partner with local services and organisations to deliver specialist support.

EKPS were responsible for coordinating the planning application submission for both sites and providing planning advice throughout the projects.

The first scheme, located on Tulketh Road in Preston City Centre, was approved by Preston City Council in August 2021, and will deliver a 30-bed homeless refuge accommodation. The Site has been identified as an ideal location for the prospective residents as it lies within a sustainable location, close to the city centre, with regular and frequent public transport available along Tulketh Road.

The second planning application sought permission for the change of use of the property from a 9-bed student HMO (Use Class Sui Generis), to a 9-bed HMO homeless refuge (Use Class Sui Generis) in Preston’s Plungington Ward. The application was approved by Preston City Council’s Planning Committee in September 2021.
